6 月 14 日，越南國會正式通過《數位科技產業法》（CNCNS），並將於 2026 年元旦正式生效。這是全球第一部針對「數位科技產業」的完整法律，也讓越南成為第一個把加密貨幣與虛擬資產明確寫進法律框架的國家。
🔹 從「灰色地帶」到「法律定位」
過去在越南，加密貨幣與虛擬資產的存在一直處於灰色地帶，缺乏明確監管依據。這次立法的關鍵，在於把數位資產正式納入法律範疇，並由政府後續制定細則，確保市場在透明、安全、合規的基礎下發展。
根據第47條 數位資產的分類分為：
1. 加密資產（Tài sản mã hóa）是一種數位資產，在建立、發行、儲存、轉移過程中，使用加密技術或具有類似功能的數位技術來驗證資產。加密資產不包括證券、法定貨幣的數位形式，以及依照民事和金融法律規定的其他金融資產
2. 虛擬資產（Tài sản ảo）：是一種數位資產，可以用於交換或投資。虛擬資產不包括證券、法定貨幣的數位形式，以及依照民事和金融法律規定的其他金融資產
3. 其它數位資產（Tài sản số khác）
=> 這意味著，在越南境內雖然仍不能直接用比特幣等作為日常支付，但虛擬資產的投資、交易、持有，將逐步納入合規監管，而非完全被忽視或禁止。
🔹 產業背景與市場數據
根據VNExpress(2024) Triple-A 統計，越南目前擁有約 2,100 萬名虛擬資產用戶的人數甚至比持股人還多；而且東南亞地區之交易所龍頭幣安（Binance）的交易量中，就有 6.8% 來自越南，顯示市場活躍度極高。
🔹 結語：越南的戰略意圖
越南的這部《數位科技產業法》，不只是為了給投資人一個法律保障，而是要藉由「合規化」加密貨幣與虛擬資產，推動數位經濟升級，並進一步與全球市場接軌。
對外國投資人與產業而言，越南的法制進程代表兩個啟示：
1. 數位資產正在從「邊緣投機」走向「主流金融」。
2. 東南亞市場未來可能成為全球數位金融的重要戰場。

Vietnam’s National Assembly passed the Digital Technology Industry Law in 2024, which will officially take effect on January 1, 2026. This makes Vietnam the first country in the world to integrate cryptocurrencies and virtual assets into its legal framework.
The new law establishes clear classifications of digital assets, including cryptocurrencies, virtual assets, and other forms of digital property, while creating a transparent, safe, and compliant regulatory system. According to recent statistics, Vietnam already has over 21 million virtual asset users—a number that even exceeds the country’s stock market investors. This highlights the massive demand for cryptocurrency investment in Vietnam.
For international investors, especially from Taiwan and other regions, this landmark legislation signals a turning point: digital assets in Vietnam are shifting from speculative “gray areas” toward mainstream finance. Southeast Asia is now emerging as one of the most important global battlegrounds for digital finance and blockchain adoption.
Article 47: Classification of Digital Assets:
- Cryptocurrencies (Tài sản mã hóa)
Digital assets created, issued, stored, or transferred using cryptographic or blockchain technology. Cryptocurrencies do not include securities, legal digital currency issued by governments, or other financial assets regulated under civil and financial law. - Virtual Assets (Tài sản ảo)
Digital assets that can be used for exchange or investment purposes. Virtual assets do not include securities, legal currency in digital form, or financial assets regulated by existing laws.
Other Digital Assets (Tài sản số khác)
A category covering other digital property types beyond cryptocurrencies and virtual assets.

According to VNExpress (2024) and Triple-A research, Vietnam is one of the fastest-growing cryptocurrency adoption markets worldwide:
- Over 21 million virtual asset users in Vietnam, outnumbering stock investors.
- Binance, the largest global crypto exchange, reports that 6.8% of its trading volume comes from Vietnam, highlighting the country’s active role in the global digital finance ecosystem.
