本次試點交易商品為溫室氣體排放配額,交易代碼為 VN2025,首日交易價格最高達每噸二氧化碳當量(CO₂e)136,000越盾,成為越南碳市場的重要里程碑。

2. 首日交易價格最高達每噸13.6萬越盾

根據河內證券交易所(Sở Giao dịch Chứng khoán Hà Nội - HNX)公布資料,碳交易所於首個交易日共完成超過1,200噸CO₂e之排放配額交易,成交金額約1.617億越盾

其中:

  • 最高成交價格:136,000越盾/噸CO₂e
  • 收盤價格:130,000越盾/噸CO₂e

所有交易資訊均透過河內證券交易所官方網站公開揭露,並每日更新市場成交結果。

什麼是溫室氣體排放配額?

溫室氣體排放配額,是指政府依法核定企業或產業於一定期間內得排放之最高溫室氣體數量。

依據越南政府規劃,2025年至2026年間,火力發電、鋼鐵及水泥三大高排放產業獲核配之排放配額總量超過5.11億噸CO₂e。

若企業排放量超過其獲配額度,則可依法:

✔ 向其他排放較低之企業購買排放配額;或

✔ 使用碳信用進行抵換,但抵換比例最高不得超過核配排放配額之30%。

3. 試點階段僅交易排放配額 碳信用尚未納入交易商品

值得注意的是,目前越南碳交易市場仍處於試點階段

依現行規定,本階段於交易所掛牌交易之商品僅限溫室氣體排放配額,尚未開放碳信用於交易所進行交易

不過,企業仍可依相關規定,在符合法令要求下,以碳信用作為部分排放量之抵換工具,惟抵換比例不得超過核配排放配額之30%。

因此,排放配額碳信用屬於不同制度及不同交易概念,企業應加以區分。

4. 企業如何參與碳交易?

參與碳交易之企業須透過經主管機關核准參與碳交易市場之證券公司開立交易帳戶。

交易流程與證券市場相近,企業完成買賣後,可即時收到成交通知,並定期取得帳戶及排放配額之相關對帳資料。

此外,試點期間企業參與碳交易所免收交易服務費,以降低企業參與門檻。

What Are Greenhouse Gas Emission Allowances?

Greenhouse Gas Emission Allowances represent the maximum volume of greenhouse gases that a company or industry is legally permitted to emit within a specified compliance period.

For the 2025–2026 allocation period, Vietnam has approved more than 511 million tonnes of CO₂e in emission allowances for three high-emission sectors:

  • Thermal power generation
  • Steel production
  • Cement manufacturing

Companies exceeding their allocated emission limits may:

✔ Purchase additional emission allowances from businesses with surplus allowances; or

✔ Use Carbon Credits to offset emissions, subject to a maximum offset limit of 30% of their allocated emission allowances, as permitted under current regulations.

3. Pilot Phase Covers Emission Allowances Only — Carbon Credits Are Not Yet Traded on the Exchange

A key point businesses should understand is that Vietnam's carbon market is still in its pilot stage.

At present, only Greenhouse Gas Emission Allowances are listed and traded on the Carbon Exchange.

Carbon Credits are not currently exchange-traded products.

However, under existing regulations, companies may still use eligible carbon credits as an offset mechanism, provided that such offsets do not exceed 30% of their allocated emission allowances.

Therefore, Emission Allowances and Carbon Credits are two distinct regulatory and market instruments, and businesses should clearly differentiate between the two.

4. How Can Businesses Participate in Carbon Trading?

Companies participating in the carbon market must open a trading account through an authorized securities company approved to access the Carbon Exchange.

The trading mechanism is similar to the securities market. Once a transaction is completed, participants receive immediate trade confirmations and regular account statements detailing both cash settlements and allowance holdings.

To encourage market participation, all trading service fees are waived during the pilot phase, which will continue through 2028.
