1. 越南碳交易所正式啟動交易，碳市場邁入實際運作新階段
2026年6月29日，越南碳交易所正式啟動交易，標誌越南碳市場正式由制度建置邁向實際運作。
首日掛牌交易商品為溫室氣體排放配額，交易代碼為 VN2025，適用於2025年至2026年履約期間，總排放配額超過5.11億噸二氧化碳當量（CO₂e）。
根據越南氣候變遷局 (Cục Biến đổi khí hậu) 公布資料，首批共有92家企業獲准參與排放配額交易。參與企業主要來自高排放產業，包括：
- 火力發電
- 鋼鐵製造
- 水泥製造
其中包含多家大型企業，例如越南電力集團（EVN）、河靜 Formosa、和發榕橘鋼鐵（Hòa Phát Dung Quất）、Vicem 及其他鋼鐵、水泥與能源企業。
未來，上述企業可依法透過碳交易市場買賣排放配額，以符合溫室氣體排放管理要求。
2. 碳交易如何運作？
越南碳交易市場採用與證券市場相近的交易機制。若企業實際排放量低於政府核配之排放配額，剩餘配額可依法出售予其他企業；反之，若企業排放量超過核配額度，則須購買額外排放配額，以履行法定減排義務。
透過市場交易機制，企業可依自身需求靈活調整排放成本，同時提升減碳管理效率。
為支援碳交易市場正式運作，越南證券存管與結算總公司（Tổng Công ty Lưu ký và Bù trừ Chứng khoán Việt Nam - VSDC）已核准首批6家證券公司成為碳交易市場之存管及結算會員，包括：VPS Securities，VietinBank Securities（CTS），VNDIRECT，DNSE Securities，PetroVietnam Securities（PSI），MB Securities（MBS）
上述證券公司將負責提供完整交易服務，包括：
- 委託下單
- 撮合成交
- 排放配額保管
- 結算與交割
企業可透過經核准之證券公司完成所有碳交易程序。

1. Vietnam Officially Launches Carbon Trading, Marking a New Stage for Its Carbon Market
Vietnam officially commenced trading on its Carbon Exchange on June 29, 2026, marking the country's transition from regulatory preparation to the operational phase of its domestic carbon market.
The first product listed is the Greenhouse Gas Emission Allowance (VN2025), covering the 2025–2026 compliance period with more than 511 million tonnes of CO₂e allocated for trading.
According to the Department of Climate Change, 92 enterprises have been authorized to participate in the first phase of the carbon market.
These companies mainly operate in high-emission industries, including:
- Thermal power generation
- Steel manufacturing
- Cement production
Eligible businesses may trade emission allowances to comply with greenhouse gas emission regulations.
2. How Carbon Trading Works
Vietnam's carbon trading mechanism operates in a manner similar to the securities market.
Companies emitting less than their allocated allowances may sell the surplus to other businesses. Those exceeding their emission limits must purchase additional allowances to meet regulatory requirements.
This market-based approach allows companies to optimize compliance costs while improving emission management.
The Vietnam Securities Depository and Clearing Corporation (VSDC) has approved the first six securities firms to provide carbon trading services, including order placement, trade matching, custody, clearing, and settlement.
Businesses participate in the market through these authorized intermediaries using a trading process similar to stock transactions.
3. Supporting ESG and Green Investment
The launch of Vietnam's carbon market is expected to strengthen corporate ESG practices and support the country's green transition.
