1. 胡志明市規劃14座新工業園區，新增逾3,800公頃產業用地

胡志明市出口加工區及工業區管理委員會（HEPZA）表示，目前正積極推動14座新工業園區分區規劃，總面積超過3,800公頃，預計於2033年前逐步完成。此項規劃旨在擴大產業用地供給，提升城市吸引投資能力，並支援未來工業發展需求。

新增規劃包括：協福 3工業區（Hiệp Phước 3）、永祿 3工業區（Vĩnh Lộc 3）、范文海1、2、3工業區（Phạm Văn Hai 1、2、3）、安富工業區（An Phú）、二春工業區（Nhị Xuân）、黎明春 4工業區（Lê Minh Xuân 4）、中安工業區（Trung An）、新富中 2、3、4工業區（Tân Phú Trung 2、3、4），以及平慶 1、2工業區（Bình Khánh 1、2）等。

2. 打造智慧化、專業化及高科技工業園區

HEPZA表示，新規劃工業園區將朝向智慧工業園區、專業產業園區及區域與產業鏈整合方向發展，優先吸引高科技產業、潔淨產業及策略性投資計畫。

此規劃除擴大產業空間外，也將配合胡志明市產業轉型政策，提高土地利用效率及整體產業競爭力。

後續市政府亦將研究建立更完善的投資人遴選機制，優先考量具備財務能力、產業經驗、先進技術及長期營運能力之企業，以吸引更多高品質投資。

3. 因應工業用地需求　提升城市競爭力

隨著現有工業用地逐漸趨於飽和，新增工業園區預期將有效增加可供開發之產業用地，滿足大型製造業及外商投資需求。

除帶動工業成長外，新工業園區亦可望創造更多就業機會、促進產業升級及經濟結構轉型，進一步提升胡志明市在區域產業布局中的競爭優勢。

HEPZA表示，合併後，胡志明市現有出口加工區及工業園區總數已達105座，總面積超過50,288公頃，占全市自然面積約7.4%。

其中，58 座工業園區已投入營運，總面積約 22,410公頃，平均出租率約80%。此外，包含新順（Tân Thuận）、新平（Tân Bình）、吉萊（Cát Lái）、協福（Hiệp Phước）及平沼（Bình Chiểu）等 5 座工業園區，正試辦轉型為生態工業園區、高科技工業園區、工業－都市－服務園區及物流中心，以提升整體營運效率及投資吸引力。

1. Ho Chi Minh City Plans 14 New Industrial Parks to Expand Industrial Land Supply

The Ho Chi Minh City Export Processing and Industrial Zones Authority (HEPZA) is implementing subdivision planning for 14 new industrial parks covering more than 3,800 hectares, with completion targeted by 2033. The initiative aims to expand industrial land availability, strengthen the city's investment attractiveness, and support future industrial development.

The planned industrial parks include Hiệp Phước Phase 3, Vĩnh Lộc 3, Phạm Văn Hai I, II and III, An Phú, Nhị Xuân, Lê Minh Xuân 4, Trung An, Tân Phú Trung 2, 3 and 4, and Bình Khánh 1 and 2.

2. Developing Smart and High-Tech Industrial Parks

According to HEPZA, the new industrial parks will be developed as smart and specialized industrial zones with stronger regional and industrial linkages. Priority will be given to high-tech industries, clean manufacturing and strategic investment projects.

The plan is expected to improve land-use efficiency while supporting Ho Chi Minh City's industrial transformation strategy.

The city also plans to develop a more competitive investor selection mechanism that prioritizes investors with strong financial capacity, extensive project experience, advanced technologies and long-term operational capabilities.

3. Expanding Industrial Land to Enhance Competitiveness

As existing industrial land becomes increasingly limited, the new industrial parks are expected to provide additional development space for manufacturers and foreign investors.

The expansion will also create jobs, promote industrial upgrading and economic restructuring, and strengthen Ho Chi Minh City's position as a leading investment destination in the region.

Following administrative consolidation, Ho Chi Minh City now has 105 export processing zones and industrial parks covering more than 50,288 hectares.

Among them, 58 industrial parks are currently in operation with an average occupancy rate of approximately 80%. Several existing industrial parks, including Tân Thuận, Tân Bình, Cát Lái, Hiệp Phước and Bình Chiểu, are also being piloted for transformation into eco-industrial parks, high-tech industrial parks, industrial–urban–service complexes and logistics centers.
